There is science backing the idea that you can possibly increase lipolysis (fat breakdown) in a specific area. However, lipolysis (breakdown) doesn't necessarily equal oxidation (burning) of fat. It can either be redistributed or even replaced where it was.
There was an earlier article posted here, where someone attended a BioSig course and the verdict was that it works... but the supplementation regime is hell expensive. Coming to a few hundred dollars a month, if memory serves correct.
I've taken the biosig course and the is no scientific evidence (at this point) to back up Poliquin's claims. And frankly, I have to agree that it will "work" if you're in a calorie deficit as you'll lose fat at every site you measure.
I once used a topical yohimbine product that I used on one man boob and not on the other. The yohimbine man boob lost a visually higher amount of fat than the control moob. I didn't think it would work, but it did. And yes, I did use it on the other side of my chest to even it all out. Furthermore, when I switched from cutting to bulking, the sites where I originally lost the fat seemed to fill in quicker than the rest of my body. True story.
I used capsacin + lipoderm ultra for competition twice (this was probably the most painful thing I've ever felt). Every single time, my lower chest didn't start to lean out until I used it, and both times I used it at a different bodyfat %.
